Manticore can't trade with scrap processing plant?
How can a manticore deliver scrap cubes to my scrap processing plant but not a RIP scrap processing plant?

They can, the problem with RIP is they either lack Energy Cells and production has halt or they have full storage and someone need to buy all the Hull Parts/Clay to resume production. Which is where the player comes in.
Do you have a global order to not trade or travel to RIP? Does the RIP station have more than one processor? Perhaps the station has many deliveries in que. Does your manticore just sit there doing nothing? Last I played scrap delivery was very wonky. You had to have 1-2 manticores per module to be efficient or not have them just sitting there waiting in que to dock or waiting for some other ship a few sectors away to dock and unload. I'm not sure if they fixed this or not since I haven't played in awhile.

That is likely the case ad my scrap facility in silent witness is full and no one is buying.

I cleared all orders that prevented travel to RIP or Avarice, most likely as Killzad mentioned they are full so won't take more scrap until someone buys their wares that I am now over stocked on as well. My manticores just wander in circles and cry there are no buyers in range. Guess I should open the Hatikvah's choice gate and let the Xenons create some demand.

You can scan the target stations inventory or zoom in on it to see if your trade filter shows them broadcasting the specific trade order to know for sure. :)

I think you can hack it too, but I always go the cheapest route.

If reputation is 20+ you can just click on show overview it shows you the issue there.
Like this station has only 20k solid storage is the small storage will not take new scrap if no room.
Thank you both for the information I will try to remember those tips for the future.
My RIP reputation is just high enough to dock but I haven't been actively trying to raise it, been more interested in keeping the XEN and KHK under control.
I ended up sending my manticore to a PIO sector to off load their cubes as they were the closest station buying scrap.

2. Does the station have space in solid storage? yes goto 3. No, get more solid storage or get more recycling or export the scrap with miners, set sell offer.
3. Does the station have space in container storage? yes goto 4. No, get more container storage, or sell off the claytronics/hull parts to make room.
4. Are manticores towing scrap? yes goto 5. No they cannot find scrap.
5. Check your rules. Everything is ok in rules and nothing is stopping manticores from selling scrap goto 6.
6. Manticore pilot is on union break
For my own stations it takes about 30 minutes til the queue is ready to take more scrap.
I lose manticores to xenon all the time because they can not deliver scrap because of this massive delay crap.

There needs to be some form of raw scrap storage, should be just like a lumber mill with it's log deck just waiting to be turned into lumber.

Problem is demand is down, the only real usage is when I build something, I set prices to minimum and rarely see a buyer that is not my own faction.
