The Steam Spring sale is starting on March 13th, if you can hold out until then you'll probably get the entire collection for pretty cheap.
The base game itself is really solid, a lot of fun, and a good challenge. I picked it up on launch but haven't really got that into it until the last two weeks or so. I got myself Cradle of Humanity and am looking forward to getting the rest on the sale.
If you honestly can't wait I would get the base game and Cradle as Terran Cadet is a pretty awesome and new bro friendly start.
Though if you wait just a few days you'll get an amazing game, all the DLC, and save some cash in the process.
As a bit of side info.
Cradle Of Humanity (CoH) - Gives access to Terran Ships and space like Earth. Has some great story and great missions. Some of the best looking stations in my opinion.
Split Vendetta - Access to Split ships, a bunch of sectors, and some interesting story. From what I've read they have some of the most powerful ships and weapons, but this may have changed from the time of doing my own research.
Kingdoms End - This gives you the Boron, an aquatic race with some of the most amazing looking ships. Looks like a fun DLC with the only down side I've really seen being that to build Boron you need water since they are Aquatic.
Tides of Avarice as a new economic system refereed to as closed loop. I haven't looked too much into this as I'm waiting to play to find out. I think it has to do with salvaging. It also adds some cool ships and the only other battleship.
Timelines seems to be a universal skip from most people, even going so far as to be the only DLC with a negative review. From my understanding it's basically a New Bro DLC designed to help new players out, but doesn't do a very good job of it.
For a brand new playthrough X Foundation is great, you can enjoy it as much as you like as the DLC adds more sectors to the Universe and they're not required for a first play - that is the DLCs add more content to explore plus new ships and new storylines to start the game with.
I would suggest the Community of Planets Edition only if you really want to invest your time (and I mean a lot of time) with the game. Otherwise just go with X Foundation and after the 100h consider to get the DLC bundle.
Timelines (which mostly isn't attached to the main game), which I've noticed is missing from your list, can be useful in learning the skills needed to flourish in the main universe once you're fresh off from completing the tutorial. It also gives the background lore to the X-universe to those who haven't played the previous games. But by no means should you feel pressured to complete it first. You can go through any of X4's content in whatever order you please.
That said, they have added and improved the tutorials quite a bit from where hey were on release, so regardless of what start you want to do or what DLC's you may or may not have, the tutorials are where every new player should start.
If you don't care about easier starts, then really DLC can be added to the game at any time of your choosing. It integrates seamlessly into an existing game, so there would be no problem starting with the base game and then adding DLC later. Nor is it a problem to get all of them now, running across their content naturally as you explore the universe.
The question that take eveything if you buy it or not.
So Base Game:
You get access to a Space Simulator that is base of reaction on activity that NPC or Player do.
Your get access to 7 NPC faction with 50-60 sectors in total. Some hate each other some trade with oneanother.
With multiple start scenario or custom editor for Scenarios.
There are 6 DLC that you can buy with 5 Main and the new test dlc of Ship pack from Egosoft.
The follow DLC are:

1. Split Vendetta:
20+ sector, with 1 new faction Split(all on attack faction and much hp but evrything else far behind)
2.Cradle of Humanity:
15+ sector, Own economy, with 2 new faction Terraner (Most Hightech in shield and weapon( because lore) and military ships)
Other faction is Pio (little sister state of terran)
3.tides of avarice:
6 Sector, new scrap mechanic, with 2 Pirate faction
Vigor syndicat( fighter spam faction) and STU(Slave of Vig).
4.Kingdom End
9 sector, 1 faction Boron( evrythin same exept building and ships need water to build).
5. Timeline:
Story mode that play not in sandbox. After finishing 24 Quests you get 7 new sector with 1 new faction.
6.Hyperion pack:
1sector 1 ship(Hyperion)
Timeline DLC give you not just 7 new sector and 1 faction but also can access:
3 Terran-theme ships
2 New Xenon ships / enemies
1 Xperimental shuttle
And I think Timeline DLC is more like a mission expansion pack in other games between tutorial and sandbox mode.
