OP you can still increase CUB rep even if you side with Patriarchy. For me it stalled low but I didn't try that hard to get it up and eventually put out a galaxy wide BOLO for CUB ships/stations and then killed them all.
if you can find a turret blindspot you might be able to survive getting some transports, otherwise I guess try killing some of theri enemies within "witness" view of their stations?
before you report valid answers as lies you might want to try how the two you've reported actually achieved a rep increase.
i can assure you, you can totally fine increase even a -30 reputation back to normal levels, given you spend sufficient time and the right strategy.

I think the confusion comes from this (here's my own guess work); I think that relation levels at the lower/higher ends require more than those levels closer to 0.
Eg the "points" needed to go from 0 to 5 is less than the "points" needed to go from 25-30* and the same with O to -5 and -25 to -30.
