Or, well, actually, in the late game you can start the "crisis" which will spawn Xenon ships here and there.
Without modding or using cheats, you can't. You wiped them off the map and killed all their ship production, solar plants and miners, so the Xenon are in no position in your save to come back under any circumstances.
Only way you're going to bring them back is by starting a fresh new save.
Ok, we are just talking about the economics of war not the war itself that's different, yeah. The sites of the wars get devastated, and the ones involved take many loses. Their economy gets destroyed, however those that are in proximity that do not share the same coffers benefit from the rebuilding.
Basically the only options are mods.

Testing theory against reality is the essence of the scientific method. Specially important when people take their theories from computer games and draw perverse conclusions like the above.
That's the thing. You are looking at the growth of everyone. That some business that profited. That was me. Your entire point hinges on me caring about a single thing other than being the one that takes that money to rebuild and putting it in my pocket. In my example i am not Europe or anything. I am a solitary business that is not located anywhere near any of the bs happening, and i ship some cement and metal to the places rebuilding. 11 billion in damages means 11 billion in someones pocket down the road.
A business man does not care about the cost of business for anything other than their corporation. 0 empathy just numbers. Only my numbers. Let the world suffer while i make money off of it.
My economic standing does not care about the countries economic standing. That is why Bezos is rich and loving life while you are crying about how things are getting worse, and i enjoy owning a private business that is letting me coast through this recession wondering why you are struggling.
