Ship Fab and Ship Maint; do I need both?
Before I spend 37m credits on a blueprint, do I need both build modules?
Do the NPC factions repair at the Maint facility, or is that just for my benefit?

The ship fab allows to build and outfit ships and the ship maint only outfits ships so only the fab if your building ships otherwise the cheaper option is what you need

They can use the shipyard/wharf to repair as I once built a modded fabricator and other factions used it for repairs.

Fabrication provides the same function plus you can build hulls. Fabs tend to not do any repairs if opened to the ai as they'll keep the que full even at 150%.

There's also no need to buy a single blueprint. All of them can be stolen, though it's not exactly something that can be done quickly. Compared to grinding the credits, it can be much faster for those that don't have the millions needed to throw at them.

You can't EMP steal fabricator and maintenance bay blueprints. Hasn't been that way for a long time. https://forum.egosoft.com/viewtopic.php?t=420339

No, but you can steal the others saving you the cost of them. It's still not exactly easy as you'll need emp's. Though it'll be cheaper than buying them, which could save you tons of grinding in the long run. Buying all of the blueprints is in the billions of credits.

He clearly already has the fab so this comment is kind of irrelevant.

He doesn't say [edited] if he has docks, storage, and/ or production. Which are the only one's he'll need besides the fab for a functional station (production can be supplied via trade if needed).
