If the solid storage is full, the station won't buy more silicon, just because it can't hold any more silicon.
This is why you should discover new sectors and explore them to find more stations and possible buyers.
Does it have the storage and a refining module, and container storage for the output.
Boron if joining to the rest have a devastated economy, so stations have to be built.
Is it asking for stuff for build storage?
I ve got ship exploring sector in range of this refinery so prices was updated,ive seen silicon waffers on sale but there was no silicon on trade offer lists.
There was also no Boron mining vessels around so if station produced waffers it should need/buy silicon....
Normally no. You might be able change that in the trade filter settings (just play around with the buttons on the top right in the map).
Also, maybe the stations are somehow missing energy cells and can't produce anything, so the silicon will pile up. Or there is only a low demand for silicon wafer or just won't get traded, this will also stop the production.
If the container storage is full, then no one is buying from the refinery.
