Programming aside, you're asking a faction to put a LOT of trust in your ability to keep them save.
Well, it would depend on what sectors I own as to how desirable it might be to whether a faction may want to build there. There may be strategic benefit for them.
In terms of security I can provide, I have saved pretty much every faction (except Terran yet) from significant destruction including the Xenon, purely to preserve the game for my own entertainment. That was done in their sectors not mine. They can barely take care of themselves. No wonder really when they only know how to send wave after wave of ships aimlessly until they either win or weaken themselves so much they become vulnerable and then get wiped out.
I think your creating too much of a human element to this, it is after all a computer game there for our entertainment. What I'm suggesting would allow players to create an interesting mix within their own sectors if desired rather than just their own stations.
Furthermore, the licenses would provide an income for players that's much needed especially in the early stages of the game.
Without Mods thats only possible when you snatch away Systems from the NPCs and claim it by your Self without fully destroying their Defence Stations...

If you don't mind Mods how ever... there should be somethin in the workshop that allows you to sell Stations to the NPCs...
Just build them a Defence Station were they can have their local Logistics Buerau and sell it to the Faction you want in your System.
Don't want mods as don't want to risk the game against future updates etc.
I have destroyed their admin centres in a couple of systems to claim the system and they still didn't build anything beyond what was already there.
At the moment I have claimed the system with the first admin centre, no other admin centres from NPC's so thats it, just me and myself in space....
That sounds like the problem. If you destroyed their admin centers, the system isn't contested, so they won't build in it.

Perhaps Egosoft change algorythms between patches. I play the same save from the first release of the game and before the other factions were building in my sectors. I actually would not mind if they did now, the sectors mentioned above were cleared in hopes that Yaki would start the trade and build something.
Typically the Tharkas Cascade -> Savage Spur Lane should be Bordered by Antigone, Hatikvah and Zyarth.
(Antigone from Getsu Fune -> Savage Spur II, Hatikvah from Hatikvahs Choice -> Tharkas Cascade, Zyarth from Family Zhin -> Tharkas Cascade)
All of the Named Factions are Hostile to the Xenon and with the Exception of Hatikvah, will try to invade into their Space.
Naturally that means they will try to build Defence Stations that have an Admin Center attached... this is mandatory for them to be able to build Factories on their own.
As you were the previous owner of that Lane they had no intention to invade you... therefore there are no Defence Stations and it is possible but unlikely that they eventually expand into those Systems... unless you use a Mod that allows you to hand one of the Factions a Station with an attached Admin Center that is.
like i said, it is possible that factions plant their flag in neutral systems... i haven't experienced that they do it without a connection though...
I have never claimed SW XI but have 2-3 stations there.
They are super active in my game, sending fleets all over the universe to fight xenons like the terrans usually do but terrans are kinda recovering right now also they going very hard against SCA don't know why, but they first went in SW XII to take out SCA stations, did the same in other sectors
