No. Both occasions happend nearly close at Morning star 3/4. First time I really seen big Duke's ship on the radar. But more important is my ship AI voice (forgot how its name) said phrase I put in quotes in topic starter comment. I only heard from her different object names and "hull critical/damaged" so far. Thats why it was weird thing.

yes you are supposed to be able to get the erlking through data box drops in new systems, i found the erlking`s shield but so far no other data vaults in windfall area have any loot or scanning anoms
2. This is not the ship spamming Long-Range pings at HQ, That is the Oberth and is part of the HQ/Terraforming storyline.
The Duke's Bucaneers ship is part of the the Tides of Avarice storyline. It's carrying parts for higher tier ship mods. The alerts and commentary from Boso Ta are hints for later. The ship doesn't actually appear in space unless you've reached the point in the story where you're required to mod engines. (This story thread begins by rescuing a stranded Teladi trader in Avarice IV.)
3. This is not the Erlking. That's in Windfall III at the Vigor Keepsafe scrapyard.
The Last Scrap cutscene is at the gate to Windfall IV in Black Hole Sun IV.
Based on the dialogue context, The Last Scrap is supposed to be a Teuta or a Manticore because they are supposedly producing/processing scrap cubes. For some reason it's actually a Barbarossa which can't produce, process, or haul scrap cubes. It's just a fast and comparatively well armed large trade ship.
They probably used a Barbarossa as a placeholder before Teuta was ready and forgot to change it.
This is probably nothing more than a breadcrumb to alert players to the Windfall jumpgate activated by the ToA DLC. It is one of two breadcrumb events that leads directly into Avarice if you follow The Last Scrap to their destination.
Despite Boso Ta and the Teladi talking about doing guild missions for mod parts I've been unable to progress the story without finding and destroying this ship. I haven't paid much attention to what it was named since it's a throw away ship.
At least was it S or M ship? Do you remember size?
*shrug* First time I encountered the ship before modding my engines it locked me out of the option to skip the pirate hunt. It may set a flag that forced the me down that path if one triggers the event any time before that point in the storyline.
It requires modding an M ship.
