If for example the Argon Faction HQ gets destroyed the Representative will evacuate to another Argon Station, it is however near impossible to predict were he will move to.
Also, every Shipyard, Wharf, Equipment Dock and Trade Station that finds their demise will be rebuild, the Location were it will be rebuild is also random but it will be within the Factions Territory.
The same counts for other Stations but they can additionally also simply be scrapped if they don't contibute to the Global Economy.
In case of a scrapped regular Station, this is to keep the Economy stable and offer Players niches to start Economies on their own.
No, the Teladi Company and the Ministry are usually not at War with each other.
t is how ever possible that the Factions, like the Player (and there are more than enough complaints and Stories about it), can engage in Friendly Fire incidents.
In regards of TEL and MIN this usually happens when a MIN Police Patrol gloriously fails at killing a Criminal Masstraffic Ship and hits the related Station instead.
MT Ships are the tiny civilian Ships that circle around Stations and can sometimes spawn as Criminals.
I understand better the TEL and MIN conflict.
