What's the best cheapest player/flagship to get early and best loadout for it?
I finally got 3 M miners running and I'm just going to concentrate on missions for now while my miners get me passive income so I should be getting some money soon. Right now only have 200k credits but that's after investing in 3 M miners. I saw in a couple videos, some people bought the Pegasus Vanguard Scout ship and spent 1.7 million credits on it. Should I save up for that and use it to do a bunch of stuff faster? The only other ships I have is the starting one from young gunner start I think it's called and the Mako both unupgraded

Catch the Odysseus, sell it and buy yourself a M ship you like.
Shilds terran, weapons depends what you like to fight.

A fast scout or two is nice to have in early game, but don't spend 2kk on it. Mk1 or Mk2 travel engines and the rest Mk1 is good enough and should be around 300k.

Best investment would be more M miners until you have at least 10 or so.

Where and what should I mine for my other future 7 miners? Should I get more m miners or L? I got 3 m in Grand exchange now mining silicone

If you're feeling confident in your ability to dogfight, then add some Mk2 weapons to your starter ship & head to Paranid space. Look for Bounty Hunters flying M-sized Nemesis model ships. Pick a fight with one & slowly wear down their health until it's below 80% & then keep their shield below 25%. Every 30 seconds, the game will calculate a chance for the pilot to bail when you shoot them, so eventually you should get a free M-sized ship that's highly customizable & fun to fly.

Alternatively, fly to Segaris Pioneer (Terran faction) sectors & do the same thing with their Katana-flying bounty hunters.

Alternatively, find a Yaki Kurakami in Getsu Fune or Hatikvah. Better version of the Nemesis, but also likely to be escorted by some S sized ships (and will aggro everyone around them, so more likely to be destroyed during your chase).

Then you can invest all your money on equipping your newly liberated M-sized ship!

The Prometheus is another M-sized ship that you can capture with no consequences, but it's intended more as a trade-ship than the all-around versatility of the others I suggested.

Depends on your universe. Find a sector that has both the resource and a processing station with high demand (>10000 units). The usual suspects are Silent Witness, Eighteen Billion, Second Contact or Morning Star

Cobra, it's giving you for free, and one of the best M ships, there os of course better, but it's just comes down to personal taste

You can get an Asgard within a few hours of a new start. As for its load out? you're stuck on that until you get 20 reputation from the Protectorate to change the L sized turrets.

For me i go to Getsu Fune and get the Odachi right out the gates, repair it on the spot and then get on with the task of getting an Asgard. A flagship and a personal ship.

I do not know if each universe has the same mineral allocations or not but mining Pious Mists XI for CPUs ... er I mean Nividium has been very profitable for me.
I have 2 M and 5 S miners that produce several loads of credits per hour to invest in station upgrades or new ships as you see fit as well as supplying Nvidium for needed for research.
With a basic engine mod and a mk3 combat engine my pegasus is hitting ~8.5km/s in travel mode, which is almost as fast as using the highway. I'm not going to pretend to know better than anyone else here but it's real nice to be able to move nearly as fast as a railgun projectile.

I personally always go for the nemesis first. Lots of guns, ok shields, pretty fast.
But the Hydra usually ends up my go to ship. It has some benefits, like bridge elevator makes getting on and off stations a lot faster. It has really good shields, decent weapons and turrets, and it's pretty fast.

"Best" in this case is really subjective, and depends a lot on your budget and what you want out of your flagship.

The Pegasus Vanguard using Mk 3 Argon travel engines has the fastest travel speed of anything base game. Only the Xenon T is faster in the base game. The Pegasus Vanguard is also relatively dirt cheap, so it's a great ship to trade in to using Mk 1 equipment for the early game. However, the point of this option is to get early game exploration and mapping done as soon as possible. However, it's not really a ship you want to fight stuff in if you can help it.

If you have Kingdom's End, and it looks like you do, then the free Mako you get is almost every bit as good as a Pegasus for travel, and better armed for combat. So feel free to keep that around for a while. But once your Boron reputation is up to at least 10, and if you are still in the market for a good scout, take a look at the Irukandji. Since Kingdom's End released It is now the fastest ship you can get after upgrading to Mk 3 Boron engines, and still cheap when using Mk 1 equipment.

Otherwise, what you really want may depend on what you want to do.

My personal favorite for my early-game personal ship is the Takoba from the Seagaris Pioneers. As a Terran technology ship, it isn't cheap. However is is the fastest proper fighter available early and has the space for two shield generators, which allows me to be well protected when I feel the urge to shoot down a Xenon or pirate. Only issue I have with it is that it doesn't have the cargo space to do any cargo carrying missions. But at least those are rare.
