If your graphics card is old enough to not be able to cope with X4, the cpu will be too.
EDIT: That said, the image quality of that app most likely is better than the games FSR1
Yes, X4 is definitely CPU bound, but Lossless somehow works really well, for me at least. I have a ASUS g18 SCAR laptop, so I have top of the line CPU (14900HX), GPU (4090 mobile), 64 gig RAM, but its not as fast as a similar setup desktop.
Anyways, it 5 bucks, and can be really useful. And it has Nvidia and AMD scaling, and some others that work well for 2D games, but I have to say, its own scaling (LS1) looks better that both Nvidia and AMD to me. Its only x2 scaling, but just the scaling they provide is worth the price.
P.S. The fact that it does all this with no access to the games graphic routines is frankly amazing. They use machine learning to get the results they get, and its really impressive.
Do you have to run X4 in windowed mode?
yes fullscreen window mode to be precise.
did you try those before paying?

You are not getting doubled FPS when you use Lossless Scaling's frame generation.
Next time you measure your fps take a look at your frametime.
