With the Terran start, you aren't on good terms with most of the factions, however the Teladi Company is sort of okay. so you need to find a TEL construction ship to build for you. it's either that or you shoot down criminal traffic around other faction stations, notably the Godream of the Paranid so you can hire a PAR construction ship two sectors away.
Your biggest problem isn't the construction ship, it's the lack of funds and getting the resources you need to construct the basic docking module, considering Terran materials are hard to find out in the gate network, especially Computronic Substrate which is desperately needed for the Terrans and Pioneers alike.
If this makes you lose your temper then this game may not be right for you.
At this stage of the game you are lost, a fish out of water. You need to explore, meet the people around you, find out who likes you and who doesn’t, etc. It is inevitable that as you do that you will eventually come across a builder ship. There are lots of them, and they tend to hang out near gates, commerce stations, and other Schelling points. And there’s no rush; it doesn’t matter if it takes you an hour to find one as long as you enjoyed whatever you were doing for that hour.
If you go two or three sectors in any direction you will find the highway ring. Once you do, get on there and take a lap around the map. This will for sure reveal a construction ship or two, and it will be a firm foundation for your exploratory efforts.
At some point you should find an equipment dock or a wharf and buy a load of satellites. Put them down near important places like big stations, the gates, etc. This will give you both permanent vision over those areas and up–to–date prices offered by those stations. You’ll need to hire construction ships a fair few times in this game, so it pays to be able to find them quickly.

The game now gives you the blueprint for the non–Terran basic dock, so you don't have to go all the way back to Terran space to get those materials.
Xrebirth was really good and only had a few spots that needed more guidance. but now this station requires a builder and after me searching 6 sectors i havent found one
Of course. I am merely observing that you seem to be overreacting to a very minor thing. This mission is not intended to be frustrating; it’s just a thing you keep in mind as you explore. Eventually you’ll find one. There’s no time pressure, no enemies at the gate, nothing at all to frustrate you.
Take a spin around the highway ring.
Young gun is the best default start to learn the game.
A few things in this game you have to wait for. Personally I make getting my own builder a priority. You can get a cheap Mammoth for a cheeky 14 million credits lol. It's well worth it as all the service crew of which there are hundreds level up nicely. It sounds to me like you just have to wait a bit. If you're in a rush then you're doing something wrong.
