I remember X3 had one, or at least a printed one that came with some of the earlier versions of the dvd-case editions. Does X4 have one too?

Open the Steam store of X4: Foundations and search on the right side for "View the manual".

On the webpage which is opened now, click on "X4: Foundations Manual".
