Some are difficult to even get building supplies to.
I prefer to build in sectors with good sunlight and pretty close to raw materals, that way I can make things self sufficient.
So most of terran space is a pain in the butt. Getsu fune isn't bad, as it's got better sun than most of Sol, and it's right next to the asteroid belt.
Depends on both, the blueprint used and the build method.
Commonwealth factions will only order ships with their own equipment and as thus requiring Commonwealth wares.
The Terrans and Segaris Pioneers will also only order their ships with terran equipment, so they use Terran wares.
If you build your own ships, you can mix ships with any equipment, as long as you bought the blueprint. But if you build, for example, a Terran Syn ship with Terran shields, thrusters and engines but with Paranid Plasma turrets, you need both, Terran wares (for the ship's hull, shields, thrusters, engines) and also commonwealth wares (Paranid plasma turrets need turret components and advanced electronics).
For drones and missiles it depends on the build method you use. Can be universal, terran and closed loop.
Assuming you want to build a shipyard in a Terran sector but you only have commonwealth blueprints, it will be quite annoying to buy the wares you need. Of course, you can build your own stations in Terran space, producing commonwealth wares.

So just open the map, see the available trade offers and choose whatever sector you think is good. But don't forget to compare the sector workforce availability bonus. To see this information, just open the map and click in any empty tile of a sector and click on the i button on the right if necessary.
This bonus is quite important for the workforce growth. Without the bonus, it takes a long ass time to grow workforce. And you need workforce to put crew on the ships.

The Void. You have access to TER, ARG, ANT, and PIO. You'll also be one jump away from resources in Antigone Memorial, Frontier Edge, Second Contact II: Flashpoint, and Getsu Fune. I would advise using a Sector Activity Blacklist to prevent your miners from working The Void unless you equip your ships with Hazard Protection. Also, fully loadout any module you build with shields and weapons that can have them as you'll have Xenon from Atiya's Misfortune and Savage Spur to deal with. Use closed loop or terran (depending on your shield and turret blueprint selection) to keep the cost of those loadouts simpler. On the plus side, you'll rack up a lot of Xenon kills and, if you assign a scout with hazard protection to the station with a repeat order to collect look and dock and wait, you can collect a lot of loot too.
Build high above or far below the ecliptic to keep your ships out of the radiation belt when they deliver goods.
