After that, their reputation is still frozen, but piracy will become less common with your ships.
The real advancement comes with the completion of their terraforming project, after which you should be able to increase and decrease your relation with them depending on your actions.
As for the Buccaneers, they turn hostile should you decide to unite the Paranids during the civil war missions. If you build them a shipyard, however, they should turn friendly (don't know for sure as I didn't follow that route).
veil cartel adds a complete faction with one of the best Carriers in the game.
Worth just going for them over bothering with scale plate.

BUC similarly become a faction in the paranid unification storyline if you side with Gride and plant the explosives. This will keep PAR and HOP as separate factions and introduce BUC as a fully fledged faction of it's own.
How do you start this project what system leads to the quest? or do you need to do Homeworld story start to unlock it?
