Report a translation problem
When you have built a wharf or shipyard, assigned a manager and a ship seller to it, and acquired all the necessary blueprints, then the station will start selling ships to npc factions (as allowed by your reputation and the pertinent trade rule).
No need to buy every single blueprint if you want to sell ships to the AI. You only need the blueprints for the ship chassis. The AI factions will still order fully functional ships.
Of course, if you want to build ships for yourself, you need to buy blueprints for shields, weapons and stuff.
The factions bring their own blueprints. So the ships are well-equipped even if you don't own the blueprints. You just need the chassis blueprint of the ships. That's it.
