But ultimately the game is CPU bound. Turning off map filters (especially various things in the “Other” category, like ship orders and paths) can help tremendously, at least while in the map view.
As for settings, the best thing to do is play around with them. Different cards have different "sensitivities". There are a lot of settings that I find have minimal influence on visuals and yet can help with performance. Of course you will have your own preference. For example, I personally will sacrifice texture quality before I sacrifice shadow quality, if I can.
And there are some settings hidden in config files, like the civilian traffic (those little bumper cars that fly around in circles) and number of pedestrians at stations. Reducing these can also help.
UI Glow also tanks performance for no reason. (The normal glow aswell)
Screen space Reflections are also crazy.
Disable Reflection Probes its pointless.
Volumetric Fog you need to choose for yourself if its really worth the cost.
I too have a RTX 3060 ti and my settings are 5120x1440, TAA, High Textures, high shadows, smooth, SSAO off.
It runs mostly at 60 fps on stations and space combat.
I do that just for readability. Bright text should be on a dark background, not a background filled with flak and occasional explosions.
This is not all the time, usually just when there's a lot happening (like a giant battle IS). It would be nice if there was an option to switch IS to OOS when in map view for those times.
What's weird is that you would think pausing the game would give increase performance in the map, menu-wise, but it doesn't seem to. I need to experiment with this more and pay proper attention to fps and processor utilization (usually if I'm paused, it's because 10,000 are happening and I need time to focus on the map).
