People have also reported many times a potential bug, allegedly caused by police ships scanning something that cannot comply due to a critical order like docking, only to decide it has illegal wares and attack it.
Do your ships have a shoot on sight policy with Vigour Syndicate? Occasionally Ministry of Finance ships will mask as Vigour ships to deliver goods to Avarice. Shooting these also pisses off MIN.
Or simply not complying to a scan can also get this result. Always make sure your ships are set to comply.
Best way on short notice would be to blacklist that sector till MIN calms down. They can be trigger-happy for all the wrong reasons. Ask the Teladi Company, who often gets into a firefight with MIN in my game...
