ministry of finance turning pirate?
i was focused on building a station and some ships and suddenly i see a bunch of my trading ships being shot to pieces by ministry of fiance vessels. it makes no sense i had perfect relations score with them and now i'm essentially being pirated by them as they wipe out my entire trade flotilla.

what gives? i was allied with them and my ships wouldn't have started a fight out of nowhere would they?

Ships carrying illegal wares through their territory maybe?

One reason this can happen is if your ships were attacked by an entity neutral to MIN, and defended themselves.

People have also reported many times a potential bug, allegedly caused by police ships scanning something that cannot comply due to a critical order like docking, only to decide it has illegal wares and attack it.

Can be Illegal items & not complying to drop them -> shoot on sight by MIN & can escalate beyond. Always set to comply to avoid this. Note that MIN considers spaceweed illegal, which is legal for the Teladi Company, one of the main sources of firefights occuring.

Do your ships have a shoot on sight policy with Vigour Syndicate? Occasionally Ministry of Finance ships will mask as Vigour ships to deliver goods to Avarice. Shooting these also pisses off MIN.

Or simply not complying to a scan can also get this result. Always make sure your ships are set to comply.

Best way on short notice would be to blacklist that sector till MIN calms down. They can be trigger-happy for all the wrong reasons. Ask the Teladi Company, who often gets into a firefight with MIN in my game...
Make sure your ships don't carry any illegal items

It's possible MIN were in a fight with an enemy and one of your ships got too close to the action, then a stray shot hit one of your ships. If your ship has turrets set to defend then your ship returned fire and the dance began. You can reload and lose some progress or hide and wait for their aggression to time out. (I'm not sure how long it takes since I just reload) Remember and recognize this for future events.

In the character tab, with the tabs to the left you can click through and find the one for global orders it'll be under there for behavior towards police scans

Comply is the default setting yeah. If you've never found it they were likely doing that already.
