Yellow Icons on/near stations on map ???

I thought these might be the mission giver icons but I have yet to find anyone with a mission, not even the person of interest icons have anyone that I can locate. I check all the places you can travel to on the station and no luck. The only ones that produce a person to interact with are in my mission log.

Yellow "person" Icons mean important character, usualy related to story missions.

I know what the person icon is what I need to know is why there is never a Person Of Interest to communicate with any where on the station. Where are they hidden? do I need to check in garbage cans and back alleys to find them?
The icon is no help when it shows the location to be somewhere in a tower that there is no player access to.

Well it depends. If you have a mission to talk to them, setting the mission to active should lead you to their location. Otherwise they can be in any of the rooms, but again will depend on case.

One option is check the local area missions. Look for odd missions. They might be npcs that have repeatable missions. Xenon parts, etc...

In the transporter room any extra options like apartment etc...

Most of them just have the standard trader, security, station manager, docking area. Rather annoying to see all these yellow icons and never get a mission out of them, I'm starting to think its just a way to get you to waste time or left over code from an earlier version that never got removed.
