How can I manually pick up a Space suit?

I have a one in front of me but do not know what to do. I can't give him orders and my current ship has no crew to order commence the rescue command.

If you are the pilot, they should start the rescue process just by flying close to them (around 2-3km?) They say smth like "Thanks, I'm docking now".
If they don't, leave the sector and come back. If that doesn't help, the suit is probably bugged, has happened to me as well.

Then the suit was probably bugged. I sent another one of my ships to rescue it and it did not work that way either. Thanks.

You need to have room on the ship to recover the stranded pilot. Make sure the crew on the ship trying to do the recovery isn't at max.

Yes I made sure of this but still did not work.
