Where to hire a Captain?

I am in Silent Witness and discovered I need a captain to complete my current mission.
Where in this sector can one find someone to hire? all I see are manufacturing facilities, no space ports.

you should be able to hire any crewmember on whatever station you're currently at but they won't be high skill

Ask a local NPC ship where the nearest Shipyard/Warf/Equipment dock is.

I found one that should work for the scientific exploration mission.

Assign any crew-member as captain and then train them (Comms --> Give Seminar); the seminars can be got in loot or buy them.
