You need to get three parts to build it and if you been having a ship collect xenon drops you should already have 2/3 parts
The last part can drop from xenon as well but I don’t have much luck with that and usually have to kill kha’ak for it
Though I have been lucky before where all 3 part dropped within the first 30 minute from xenon lol
SETA or "Singularity Engine Time Accelerator" is a special inventory item that has to be crafted and its usage is limited to ships (can be only activated while sitting in a ship's chair by pressing [SHIFT+4] or by selecting SETA in the ship's modes menu.
You need the following ingredients to craft it at a crafting station: 1 Damaged Singularity Engine, 1 Flux Capacitor and 1 Programmable Field Array. These can be obtained by killing enemy ships, mostly Xenon and Kha'ak.
If you wish to activate it from the menu, you have to press [Enter] or navigate your cursor to the arrows on top of your screen and press the Ship interaction icon (button that looks like a spaceship). Than go to [Modes] and SETA button should be visible in the dropdown menu IF you have it crafted.
For the record, SETA is a somewhat legacy feature. It was used in previous games for crossing distances fast, but in X4 the better alternative to this is Travel mode [Shift+1].
