The distance plays no factor as far as I know. I doubt they are even persistent, it seems you get a new set of people each time you come to a station, with the exception of employed ones like a faction rep.
yeah Employed NPCs are saved
Most of the other NPCs are regenerated everytime you land.
atleast thats what i noticed.
And yes NPC generation is Random pure rng mostly.
I think, even for U.S. population (around 12%), the distribution is wrong, especially since it is missing quite a few ethnicities to begin with.
I think, they should add the missing ethnicities and move closer (with the distribution) to real world data.
But I guess, its a money-issue and so they went with like: lets make 50% black so, so we wont get drama and fill some arbitary "inclusivity quota".
I mean, if you dont like it, it should be editable with a tiny mod, the logic for the generation must be somewhere in the files after all.

Dont missread what I wrote, please.
I think already each of the 3 racial categories probably has the same chance to spawn (interestingly, this actually nets you more europeans than on the real planet earth). To get what you want might be harder than it sounds, as you'd have to introduce some logic so that there's always at least some minimum amount of each racial category on every station.
I live in a big city in the UK and see only people of my own ethnicity in the main but it doesn't give me the "rub" when I see other ethnicity.
Perfectly genuine, honest question and no one should ban you for it. This is an old issue and I suspect done on purpose.
There ARE other races around if you look long enough though.
And there is seem nothing in between, I meen I can't recall arabians in the game.
OK races mix excluded.... that would get really complex pretty fast. ^^
If the races were TRULY non racist, most everyone should be a tan-brown mixed raced colour (with a hint of Asian) with only a tiny percentage being of one race colour, like white or black.
So the X4 universe is actually hugely racist!
Sci fi games and movies/shows ALWAYS get the race thing wrong, but I guess in the case of a show like Star trek everyone would have to be mixed race and that would put white, black, asians completely out of an acting job!
Or just accept the future will still be racist (but no one says anything) which I think it most likely would be with exceptions.
I do think on these things, but clearly I'm in a minority.
Skin color, after all, is an adaption to the circumstances of living, same goes for plants being green - this is solely the result of our suns light. (If it had a more blue light, our plants would be better off being red, etc. and a planet that has a red dwarf as a sun probably has blue leaves etc.)
And in fact, depending on where humans settle throughout the universe, we would over time evolve new colors too, if needed. (and over time may become something completely different from the humans we know.)
You make a fair point... I suppose I'm thinking from early to mid spacefaring when you'd get mostly distinct races, but from mid to late spacefaring, people's skin colour would become lighter and lighter until white, although you'd have grades of white (which we have even now). Would take a while though like a thousand years for everyone from dark skin to become white, I think.
Agreed. Future humans on different distant planets would probably be some variations of colours.
