Pirate station in the cove doesn't exist?

I spent about an hour exploring the entire sector and only found two TC production stations, but no SCA station. There's maybe 20 tiles spread sporadically across the sector that I didn't get, there aint no way the station is in one of those...right?

The SCA HQ should be there... Have you used the long-range scanner? A ship with the "explore" command should also be able to find it.

the station can literally be everywere in that sector... usually very far away from the gate.

you can try to locate and follow a smuggler that is flying to the SCA HQ or you can try to use the station plot trick to find its exact location in 3d space (assuming you may have removed the fog on its 2d plane already).

Yeah I used the LRS every...40km or so? I easily picked out the 2 TC stations with it.

I'll try following a ship to it, I think I only saw one SCA ship the whole time exploring though, was a big disappointment when I couldn't ask them for the location lol

I had the same issue, then finally found it 300km behind the gate + 100km high ... I found it by putting a satellite above the gate and noticed a ship heading that way, then followed until I could see it.

As an alternative, doing the HAT missions (Dal Busta) until he shows you new systems with SCA bases can give you a place to run around and ask until you get a guidance to the Cove.

Make sure it's not one of the false leads you get from some NPCs, by returning to the ship before following the guidance. Some NPCs on an SCA station will send you to their racial faction rep instead.

I found it, the station was outside the initial borders of the sector, far behind the highway.
