Why do my stations miners and cargo ships refuse to jump more than 1 sector?

because their boss, the station manager is to low in his management skill, or they are small ships, the bigger ones travel longer distances.

If you have the management skill (that have or you buy or earned already, 1 #4 rating) you could apply this to him/her.

Its likely they are more than willing to go to the next sector, if you look at default behavior of one of the trade ships it should state how many sectors he is allowed to travel. The probable reason that this may be going on is the Trade offers for the wares have to reach a certain cost for a manager to send them. If you have not changed any of the settings for cost of wares if the station is empty it should be willing to pay a high price. If the station is mid to near full it is not willing to pay as much as if it were empty, and depending on the supply available those prices will also change.

Ship size doesn't have anything to do with sector travel distance. It's inherited from the station manager.

You can quite easily bump it up to 3 sector range by giving him a couple of seminar's purchased from the trade station on deck.

Miners might still stay to 1 sector distance, because why go 3 sectors if you can mine one sector away. I don't know that mineral/gas density has anything to do with mining speed for NPC controlled ships.

"Distribute wares" ships are like cats, they do as they please when they please.
