Its generally the lodestones that are a p.i.t.a., but if you can find a location where miners congregate just hang around for a few minutes. They'll be blowing up asteroids, which sometimes drop lodestones, unstable crystals and spacefly eggs. While very dependent on RNG I tend to find more lodestones in those areas than buying them from station vendors.
Scale Plate tends to have bases in Silent witness and several other neutral systems, there's also one in one of the Grand Exchange sectors, but that one tends to get blown up by the Teladi/MIN after some time (at least in my games). HAT stations outside of Hativah's choice (Called freeports if I recall correct) also buy/sell all sorts of semi-legal items at their station vendors, but not sure if they sell EMPs as I've never bought one. They do sell the hacking tools (security decryption and so on), so I suspect they do, but no guarantee the vendor has any in stock.
If you did, awesome, do that.
If you did not, here is a general guide into how to do that.
You need to land to a station and then go to the elevator and select to go to "Trader". There you will find (on your left as you exit the lift) a workbench. Access it and you are presented with a list of craftable items. One of them is the EMP bomb.
Two of the things needed to make it are drops from fights. So make sure you collect the things floating in space after you kill some ships (or be in a busy fighting system and collect crates that are dropped from things others kill).
This will take care of two of the resources you need. The third, lodestone, is a rare drop from these ships as well, but it has a better source.
Fly a miner and go and break some ore asteroids. Best to do it with the scan cheese (hit F2 near an asteroid, you will see some spots on teh asteroid are brighter. Mining only these allows you to a) get more ore out of the asteroid, which right now you don't care about, and b) get more chances that a lodestone will be created as part of the mining operation.
See, lodestone and spaceflies and unstable crystals are all procs off breaking up an asteroid. These you will find around your standard miners.
But each time you mine a bright spot, is one proc. And there are many of those in every asteroid. because, c) once all bright spots are exchausted, hit F2 again to turn off your scanner mode, and hit it again to turn it on. New bright spots appear. One asteroid can thus be "mined" 10 or 30 times before it runs out, and each spot is a chance to proc a lodestone.
You can even "mine" them with a standard weapon, but my personal prefferance is not to because a) the mining laser is seemingly faster, b) more controllable c) does less daamge to the asteroid if I fire one or two more charges of my "weapon" which will hit the asteroid and not the bright spot.
