longterm you should focus onto skilled service crews however, they are simply faster when it comes to repairs than a et of drones would be.
I have been wondering the same as I've wanted to transfer repair drones to newly boarded destroyers.

* just one minor detail: I had to save and reload, because on the first attempt, the Pelican stopped somewhere and was unable to complete the approach. But that just happens so many times in the game (e.g. also with boarding pods VERY frequently, that just stop moving and never finishing the approach stage), that you get used to save&load or just teleport OOS to get the job done. But I am sure this will be fixed, soon, right? ;-)
Like @UniverseE said, they don't have to both bring able to move. I transferred repair drones with a frigate and the disabled destroyer was able to send out its own cargo drones to pick up the repair drones dumped by the frigate.
@OP, like @eMYNOCK said, use crews to repair. Even if you have fresh recruits, it'll just take a long long time, but eventually it'll work. At least you are able to mass transfer crews through the menus.
I also can't confirm if it works, but once or twice when I was desperate, I went out in spacesuit and manually repair the engines until the engines fires in my face like sausages take-off scene in Hot Shots, of course, I survived where sausages did not. Maybe it was the repair laser, maybe the crews just coincidentally got the engine repaired while I was doing the hard and dirty job.
