How to start tides of avarice questline

I have an illegal warehave flown into windfall III the horde nd have not gotten any mission offer I have done the TEL trader quest.

This is on a custom game start

I exclusively use custom starts
enter windfall from silent witness then further into windfall and you should get the dude getting jumped questline. Its possible he died before you got there and were out of coms range have you entered avarice and saved lizard dude before the tide got him in his ship? If all that didnt work then your save game may be bugged because it missed the start script I dunno.

Yes i saved the lizzard dude from his ship
