The AI is not dumb, it reacts to what you provide it - the AI is not the dumb one if it is being constantly left in deficit, nor is it dumb when it uses the SAME rules you have to stick to.
SO!!! pick a shipyard, send it hull parts, send graphene to the hull part suppliers, FEED the economy with the essentials that are the shortages causing the bottleneck or stasis to begin with.
The internal supply is only as good as the supply and demand it has to work with.
Find an AI station and track the supply lines. See what it needs and why it's not being supplied that ware. Once advanced electronics are no longer the bottleneck to ship production they will back up and you will see supply go up. In order to do that you need to make sure that they are actually running.
I feel like it shouldnt be my job to fill this entire gap. whats the point of the AI stations if they cant do anything?
It sounds like you've got tons of cash. Just make a station that produces AE in a location you think would work. Don't produce anything else, just the electronics. If it works out, well, you've plugged the hole. If it doesn't, it will probably be because of a shortage of parts or there won't be any demand - and then you'll know why the AI isn't making them.
If you feed the AI facs, they seem to be able to do the rest. If you’re only making enough to feed your stations the AI will probably just stagnate.
My previous Terran game had the Commonwealth faction being able to feed themselves with no intervention whatsoever from me.
I think the only two faction that struggle was HOP (they had no methane)
Even ZYA had a decent amount of reserves in their shipyard (but they were getting attacked by Argon and Xenon)
