How do you make them? Is there someone who sells a factory that makes them? Thanks.

There are facilities that sell these items usually in non empire space. You can also get the blueprints for the modules and produce it on your station. Just be aware of illegal items in certain empire systems.

I think you can build a station that makes those, just like Food and Medicine.

They're highly illegal everywhere though, except in Pirate or "Free Trade" sectors. Or your own sectors.

Some illegaal wares are not illegal everywhere. Spaceweed for example is illegal in Antigone, Argon and Paranid space but legal in Teladi space. It's even some kind of everyday product to the Teladis.
So, visit the teladi representative for blueprints. HAT should sell the blueprints, too, I believe. Also the other production modules which are consideres illegal to several factions.

Just to piggyback and the link with wares tag, you can see were it shows what wares are illegal in specific empires space. I personally dont deal with spaceweed or in spacefuel.

In X3 that's how I made my billions with spaceweed factories. In X4 not so much. Building shipyards is the money maker in X4.

You know there should be a spaceweed factory right next to your HQ? A Pharmaceutical factory. You should be able to buy an emp bomb at the SCA port in Heretic's End and then go and steal the blueprints and you don't even have to leave the sector!

I think high Tech product is most money maker, not shipyard because that is heavy nerfed, I recalled.

Maybe? I just build everything so it's hard to say. I sure am selling a lot of ships though. Pretty much non-stop ship building in my main shipyard.
