If you feed the universe ore and silicon then the factions will not make as many miners (they'll eventually die off for one reason or another). If you switch to fueling your own empire then the factions will likely be crippled for a while. Then the Xenon steps in, or whatever faction wasn't starved for resources when you stopped fueling them.
I also think it depend on faction relationship
Like Boron and ZYA will actively try to kill each other and take over each other sector
But some of the faction wars are only military assets and they don’t really aim for civilian assets
which is why it take forever to actually expand with those war
Next thing you know Xenon and Kha'ak are every where unless you help fight them.
I learned this the hard way when I switched over all my traders to fill in my own shortages. 90% or so of my ST's/ UT's are fueling my own empire, and I switched them all over in the span of 48 hours game time. It didn't take long before Argon, Godrealm, and Teladi were all struggling to rebuild ships and Teladi was reduced to four sectors at one point. It took a long time and a lot of Rattlesnakes to help build them all back up.
As for expanding. Not so much. At least not that much bigger than they start out as unless one of them loses sectors then the others may claim it. If you unite Godrealm and Holy Order then that's about as big of an expansion as you'll likely see. Aside from the obvious Xenon, should you literally do nothing ever.
Edit: The problem is all it takes is a single defence disk/ bridge. Factions tend to have to throw everything, a kitchen, and the sink at just a single defence module to kill it. Now imagine a sector with stations that have more than one on each of them.
