You can't, they either drop from destroyed enemies (rarely) or are given as a reward for guild-warfare missions.

Dock at a station where there's a guild and you can talk to the guild leaders to get missions at any level. For example Segaris Pioneers you can dock at the station with zero reputation and join their trade guild by talking to the representative. Same with Antigone and Teladi trade guilds. Talk to the trade guild people not the faction representative. Don't need any missions offered. Can send your ai ships to do some of the missions like set up satellites, deliver wares or resource missions.

Then there's faction war missions which require +10 reputation to open up.

Saw a 2 star pilot seminar once on an argon trader early on in my current 300 hour playthrough. Bought it and haven’t seen another one on a trader since. Only other time I’ve seen one it was a drop from an exploded xenon but I couldn’t get a ship to it fast enough to grab it before it despawned.
