Annoying continuous sound

I do not have that here. Is there something running besides X4 generating that?

Try a Cold Boot. If that doesn't work get back here. Make sure you allow at last a few minutes for any residual charge to dissipate

What is cold boot?
A complete power down. That means switching off your machine in W10 and W11 you use 'Restart'

Restart didn't help, but I don't understand about residual charge

Restart didn't help, but I don't understand about residual charge
The capacitors on your system board keep a small charge to store settings to help Windows boot faster. Those stored settings need to be allowed to get lost, to make a Clean Boot. Without a Clean Boot the machine will always try to recover where you left off and that can mean recovering corrupted data or resource assignments that may be the cause of you problem.

I see now what you are talking about, my windows was off for whole night now. And it is sound from x4, not from windows. Some action in x4 game caused this sound to lag and repeat.

Whilst it may appear to be from the game, that may be a coincidence. Different games use the hardware in different ways. It may be that you still have a conflict occurring. However, as you tried a Cold Boot and that failed to fix it, you need to try for corrupt files. So....
First verify your files in Steam
Second verify the integrity of your storage media.

have you tried turning sound off. going back into the game for a minute or two, then turning the sound on (in the x4 settings).
I have had this in the past sound off and on (or changing the sound output device, then back again would usually fix it.

I get the sound turning off when the tv turns on / off because it goes through my hifi. I have to turn sound off / on to fix it.

ok, how do I verify storage media?
That will depend upon the type of media you use.
First to try is DSKCHK - Google it if you don't know how
Second [if DSKCHK fails to find and fix anything] is to look to the manufacturer of your storage device and see what tools they offer.

Also, trooperrob highlights another way of getting the Operating System and Firmware to reallocate resources. It may work even though a Cold Boot should have worked if it was the resource clash as a cause

I don't think it is machine related (if only in x4) the sound off / on / change audio device in x4 should resolve.

Verifiyng files/changing audio device didn't help either, BUT when I set UI sounds to 0 - this helps, so it is a UI sound bug...
