EDIT: Depending on your machine I would recommend letting it stay off for at least 10 minutes. If you are using a laptop, take the battery out if you can. For a desktop unplug it at the mains.
First verify your files in Steam
Second verify the integrity of your storage media.
I have had this in the past sound off and on (or changing the sound output device, then back again would usually fix it.
I get the sound turning off when the tv turns on / off because it goes through my hifi. I have to turn sound off / on to fix it.
First to try is DSKCHK - Google it if you don't know how
Second [if DSKCHK fails to find and fix anything] is to look to the manufacturer of your storage device and see what tools they offer.
Also, trooperrob highlights another way of getting the Operating System and Firmware to reallocate resources. It may work even though a Cold Boot should have worked if it was the resource clash as a cause
