Differences between mods
I wanted to install some weapon mods, I've noticed there are 3 cooling mods (I got all DLC and am doing this on the Terran M Gunship and specifically its Meson Stream, if that changes things), Tramontane, Mistral and Gregale, each seem to have the same cost, the basic weapon chamber, 3 high energy catalysts and tuning software. But, while they have the same COST, they have vastly different EFFECTS.

Tramontane has a cooling boost from ~5-22%
Mistral has a buff from ~36-53% with up to two more effects
Gregale has a buff of between 38-49% with up to one more effect

The way I see it, Mistral is rather literally a straight upgrade to the others and given they are all in tier 1, there seems to be literally no reason to make one of the other ones, is there some hidden stat I'm missing that is worse with Mistral and Gregale? Are they just OP mods instoduced by the DLC/restricted to DLC ships/weapons? Are those supposed to be the tier 2 and 3 mods and this is just a bug?

It's the same for the green damage mods - Piercer just gives a straight damage bonus, Stabber gives a higher bonus but also reduces cooling, Slasher reduces cooling and also changes reload speed (though that one can be positive or negative, depending on rolls).

You can look up the extra modifiers and what their ranges are here:

What does relead even do for a beam? It's "reload" is, after all, cooling

It shortens the delay before you can fire the beam again.

Wait, isn't that what cooling does? I thought the whole shtick of the Meson Stream was that it is incredibly powerful but overheats incredibly fast and the faster you can cool down the faster you can fire again (thus your cooling speed in essence being your reload speed for this weapon)

Beams have a delay before firing again even if they're not overheated, that's what reload reduces.
Not sure if the same applies to meson streams since i don't use them.

Then I suppose with the meson stream it's a case of "technically true but not relevant" given the thing overheats after about a second or two of firing, and since it needs a while to cool down - and it makes no sense to try and fire it while it is not basically completelly cooled down - it likely is reloading in the background but it will in practise never actually matter
