Report a translation problem
first and formost, you need to have the module type in question to be researched at your HQ.
second, you can't scan what you already know.
lastly, some modules simply are unobtainable, you can no buy nor scan them.
make sure that you have researched the module types, make sure you don'T already own them and make sure they are ot unique or related to ship building and maintenance...
if you still can't obtain modules despite everything is seeming ly correct, file a report in official.
Blueprint scanning has some requirements.. Be prepared to be constantly blown up by missiles and drone every single time you are trying to scan after an EMP bomb.... The already ackward and tedious spacesuit controls, clipping through the station, floating signal leaks and the invisible walls between you and the target making it unable to scan..
Those are some of the requirements... Oh wait.. You need a LOOOOTTTT of time and persistence and a whole lot of endurance. I wonder if they made it even more ackward just to piss players off....
Oh yeh.. and that with the extreme rarity of EMP's... I wonder, do the devs/ developers actually play this game themselves or are they just sitting in the coffee room giggling about this part of the game.
Let's not forget about the constant 2 minute reload/save/reloads every time you do get blown up (which is a lot)

Try to fly to the signal leaks the EMP bomb did expose... Get warned you are a mean, bad guy... drones show up and shoot missiles at you in your spacesuit or just blaster you to death in a 1 or 2 shot.
That is exactly what happens constantly at station with rep 10+
Shoot EMP at a flat surface (if you can find any on the target module).... Detonate EMP.... hope that the singal leaks are even visible and not inside the structure or floating in the air somewhere invisible....

gain 2 - 5 km distance to the station before you detonate the EMP.
if you are on site when the station registers the explosion they will know in an instant that you are responsible and will wipe you out for causing damage and attempted espionage.
using EMPs means you have to be sneaky and have to remain unnoticed.
though, with your 120 +6 hours you of course know all about that.
and just to mention it, toxic behavior for the sake of it won't get you far.

Yeah the signal leaks can be a pain. Some of the stations have a type of cladding that the signal leaks will fall under. You can still scan them, but it's very fiddly. There should always be a surface you can detonate on somewhere on the station where this will not happen. It's my number one way to get blueprints and I've stolen loads and never had missles fired at me etc. Never been killed doing it.
Only way to avoid that is loose the bomb and leaks and teleport back to my ship...
I've tried it so many different time, different stations, etc... but constant clipping, reloading, getting killed and whatelse is bugged.. got sick and tired of wasting many hours..
Cheated in money and bought the blueprints instead... I hate doing that.. Truly I do... but if the game forces you... You need the blueprints...
keep your distance to the station before you detonate the emp so it won't be as easy to identify you as the source?
the emp, even if it does literally no damage, produces enough force and has a big enugh radius that it will hit more than enough of the tiny mass traffic ships (inculding security).
they will usually investigate the source immideately... and if you happen to be there when that happens they count 1+1 together and have their culprit.
regarding the leaks... they are created the way they have been always, the relatively new physic is what makes it harder to reach them.
if you run into something like that and want it to get better you make screenshots, write down notes and file a proper report on technical.
the more info, the more module examples, the more screenshots and the better your chances to get if fixed.
No, the last Patch actually only made the Police respond properly to incidents like a crazy Pilot causing property damage by frying circuits.
