Just proceed step-by-step taking this mechanic into consideration.
The rules are:
1) No danger zones between 2 satellites in order from bottom gate to inactive one
2) (!!!) Satellites has to be in range of each other, i.e. when you see yellow quest globe it means next satellite has to be inside of this globe. If two globes intersected, but none of the satellites see each other - counts as OUT OF RANGE. In general, you have to put satellites in every 40 km or something like that.

Ah right, I was getting the first yellow circle and it would disappear after I placed the first nav probe but the second yellow circle never appeared so I've been guessing where they go. Will restart client
