Then you can just increase the amount of Marines the ship will have. That would reassign your current Service Crew as Marines, and vice versa.
The options above are for bulk profession change, single crew member profession change has to be done manually.
So it seems you have got to have 1 crewmember short to leave a gap on your ships so that people can shuffle professions cause the game is too stupid to realise reassigning the same crew member to the same ship is not taking up a new space.
If this is really how idiotic this is going to be than assigning a Marine in the first place needs to have some benefit to the ship and the person. They should be allowed to gain some kind of xp when aboard a vessel.
