1080ti and a 5900x, running the game at 1440p, rarely dips below 60 fps, only when things get really busy (or you use the map screen but that's normal). Keep in mind this game is very CPU intensive, a good GPU is not enough. Also, This game likes to use a lot of ram, I had my game crash due to system running our of memory and I have 32 GBs. Granted, I also use a lot of mods it's probably not a big issue in vanilla.
Also, enable Vsync if you have issues with tearing, you can also try locking the game to 60fps max if that's not enough. I have a Gsync monitor so I don't need Vsync enabled, zero tearing for me.
And lastly, you have a really big screen, that alone will contribute to things looking pixelated, especially if you run the game at anything other than 4k and use a lot of AA. And running things at 4k is obviously a huge performance impact. I'd avoid 4k and instead go for 1440p and crank up the AA, or try some upscaling.
Tearing , instead of a straight line some things look almost pix-elated rather than smooth lines. I am also seeing things that make me want to squint
Go to you Nvidia CP ands set DSR to 2.25xDL then set the smoothness to 75, this actually makes it less sharp but that's what you want for X4.
In game turn off AA and fog. Turn off anything to do with lighting. The lighting in X4 is a mess and setting that have to do with lighting and reflections with the in-game settings seem to make things worse. Turn off shadows (shadows are also f******). Turn your post processing to max this will do a better job than shadows and lighting. Make sure V-sync is on of course.
See how you go on with those settings. You might have to tweak them to your liking a bit.
I think the engine they use has seen better days. I'm not sure what engine they use, if it's in-house or not.

The 4090 with the ongoing powerplug problems is know for all kind of weird behaviour, from Screen tearing/smearing to setting itself on Fire...
Asus Strix 4070TI here, Game runs perfectly fine.
Ah ok didnt know about this, im still using regular WQHD 170Hz Screen.
Sounded exacly like some of the reddid posts about the 4090 Cable adapter not beeing plugged in correctly.
