I cant do the graphics... I just cant i refunded
I am running a 4090 RTX & 49 inch Neo G9 240hrtz.... This game looks like butt on it. It has the proper resolution and all the graphics ramped up but all i see is all the graphics errors. So many things not lined up and tons of tearing. The ships and stations in the distance look like ps3 graphics.

I wanted so much to like this but just cant do it. it hurts my eyes

RTX 4070ti and my graphics are gorgeous and it runs at a healthy frame rate too. You just needed to find the right combinations of setting for your machine.

Here's what I use, I found these to be a good combination between performance and visuals: https://steamcommunity.com/sharedfiles/filedetails/?id=2989923680

1080ti and a 5900x, running the game at 1440p, rarely dips below 60 fps, only when things get really busy (or you use the map screen but that's normal). Keep in mind this game is very CPU intensive, a good GPU is not enough. Also, This game likes to use a lot of ram, I had my game crash due to system running our of memory and I have 32 GBs. Granted, I also use a lot of mods it's probably not a big issue in vanilla.

Also, enable Vsync if you have issues with tearing, you can also try locking the game to 60fps max if that's not enough. I have a Gsync monitor so I don't need Vsync enabled, zero tearing for me.

And lastly, you have a really big screen, that alone will contribute to things looking pixelated, especially if you run the game at anything other than 4k and use a lot of AA. And running things at 4k is obviously a huge performance impact. I'd avoid 4k and instead go for 1440p and crank up the AA, or try some upscaling.

What graphics errors are you seeing?

Tearing , instead of a straight line some things look almost pix-elated rather than smooth lines. I am also seeing things that make me want to squint

This may not be a popular thing to say, but I have found that the AMD scaling tech looks cheap on Nvidia cards. I have never seen it on an AMD card so I can't compare. Add that to the fact that any AA tech over 2X doesn't play nice with X4's Volumetric Fog and you get an ugly slide show instead of smooth combat. So turn off the AMD scaling and turn off the volumetric fog and choose which ever MSAA level looks good on your monitor.

Okay try this you might be surprised. :D It's the lighting and reflections that cause problems with X4 's graphics. As I remember it always did in most of the X games. The lighting is crazy, it seems to come in from every direction making things look terribly wrong and misplaced. Like a picture made up of the same picture at different times of the day.
Go to you Nvidia CP ands set DSR to 2.25xDL then set the smoothness to 75, this actually makes it less sharp but that's what you want for X4.
In game turn off AA and fog. Turn off anything to do with lighting. The lighting in X4 is a mess and setting that have to do with lighting and reflections with the in-game settings seem to make things worse. Turn off shadows (shadows are also f******). Turn your post processing to max this will do a better job than shadows and lighting. Make sure V-sync is on of course.
See how you go on with those settings. You might have to tweak them to your liking a bit.

I think the engine they use has seen better days. I'm not sure what engine they use, if it's in-house or not.

Weird. Care to share a screenshot of it?

R7 5800x and AMD RX 6800 and the game looks gorgeous. AMD's AA seems inferior to Nvidia in all games but other than that the game looks really good. It also runs way better than before and takes much longer to turn into a slide show. It can handle a lot more load now.

Out of pure curiosity, did you check if its on your end?
Other games work, most recent Driver, Card is powered correctly?
The 4090 with the ongoing powerplug problems is know for all kind of weird behaviour, from Screen tearing/smearing to setting itself on Fire...

Asus Strix 4070TI here, Game runs perfectly fine.

I had this running on a 1070ti before my current machine and did not have such issues, I can only assume it's specific to OP's particular card or system. But I guess it doesn't matter now.

OP is talking about a 49 inch Neo G9 monitor which is a curved dual qhd ultra wide format screen. Ultra wide format does not look very good in this game. You can get some strange "smearing" and "distortions" in the outer areas of the screen, especialy on parts of cockpits. I tried it last month and returned to my old monitors.

Also OP is talking about tearing which is a sign that monitor refresh rate and generated frames of the card do not match. If you run the screen in 240hz mode (what he probaply did) you need 240 frames (which is not possible even with a 4090) for the needed 5120X1440 pixels.

Ah ok didnt know about this, im still using regular WQHD 170Hz Screen.
Sounded exacly like some of the reddid posts about the 4090 Cable adapter not beeing plugged in correctly.

I really, really get the feeling that you (or someone else) is rich enough to get you a 4090, but you have no idea how to optimise it to show the game at its best. You just want instant gratification. Check you GPU is properly seated. Go over your optimisation settings - just plugging everything on to full isn't it.

I just use nvidia to optimize mine. Looks really nice. 4070ti.
