How to get to signal source in Teladi habitat ring

I'm doing the mission where you have to upload the surveillance programme into the Teladi signal source but the signal source is inside the habitat ring. Any idea on how to get to it? I can't clip into the ring any more but surely that wasn't supposed to be how to get to it?
