1. You gotta buy the turret blueprints from a faction rep to install them on your defence platform (same system as modules basically)
2. You install them after you place the defence disk (or bridge) by clicking the little pencil icon to the right of the module entry label in the build list. This opens turret installation screen. Note the 1/2 or 1/4 indicators and the little white bars indicating how full each turret slot is. This is easily missed.
3. The defence disk will build first before turret installation. The turrets will get built afterwards and the builder ships may bugger off before that's finished causing you concern. You will see however the parts for thew turrets (either in store or still required) in the build materials schedules. Once all materials for the turrets are delivered they will build whether the builder ship is still there or not. Note that turret components and advanced electronics (which is what turrets are made of) seem to be difficult to get delivered. I quite often have to fetch them myself from somewhere. If you do that you just have to transfer them to build storage and the thing will build fine.
The same principles apply to ordinary station modules that can have turrets added to them (some can, some can't, the little pencil icon indicates those that can)
