sometimes i needs more from you because you have setup a global order for example that says if they are asked to drop cargo they dont and so if u missed that message its "waiting for signal" and u need to comm the captain and say "proceed"
in other cases its because of a more automated situation where u have told them to comply to a police scan, so the captain is waiting for a signal from the OTHER AI to go ahead with their journey.
Another case can be that you have very bespoke behavior on a ship but you interupted it with a manual order, now the ship is "waiting for a signal" from you to tell them you are done.
In almost EVERY case though simply comm the captain of the ship doing it and the options will be presented to you - often "proceed with current orders" will be your choice.

As to the rest, Global Orders vary, but in All cases, they are to contact me with whatever situation they run into; and 'Yes', I know I don't catch all of them; sometimes, I even ignore them, because I'm busy!!!
