Where is the black market?

I have some items that can only be sold at a black market I read online that you can get access to the market by interacting with data leaks on stations but I've already interacted with 3 different data leaks on different stations and I didn't get the mission to use it...
Is there a specific station for this or something?

it comm leaks now not data leak.

comm leaks lead to missions.
Some mission is to establish a black market in normal stations

Basically, no. Its RNG. At least for beginning. But after some point when I discovered may be ~20 of black market traders I found its extremly hard to find new ones. May be specific faction restriction or less chances or may be I'm just unlucky.

problem is traders in pirate station often have full stock of illegal items and wont buy from you ,about where its mostly random but ive got always pirate station in silent witness iirc in all my games sometimes is one in grand exchange also

best thing is to get the research done so that you can steal blueprints, then go round scanning stations, you may get the blueprints, and any missions you find may open up the black market bars.
