Relating the initial Question, the more Builder Drones are available the faster Ships get build.
The AI Wharfes/Shipyards for example maintain way more than 100 of those Builder Drones.
What also should be noted, the bigger a Ship, the more Ressources are needed the more time is required to weld all parts together.
Also Ships have a min/max build time, this is supposed to prevent instant Building of said Ships.

The building Time was down to 1:51 (like the last X Hours in this Save game) while I added all the ships to the Bulding Queue....but when they start they now need over 8 minutes. Its like my whole 200 Bulding drones are not included in the Bulding speed.

Always full production with 8 ships
the problem(slow bulding time) started with 50 drones and keeps appearing while having 100 150 and 200

In the past the problem only lasted for one Cylce of 8 ships but now the last 24 ships were bulding slow(8min+) :(
Its gets stranger:
I added 10 more bulding drones (210) while they were ships left bulding and added a new bulding order with 3 minutes buld time:

Now the new build order completes faster then the old one(same ship/equipment) while the old build order stays at 0:00 for over 50% of its bulid time
It really feels like my building drones are no longer included in the calculations (only the 10 new added)
BTW: my newly constructed warf with 45 drones and no workfoce is now faster than this one
can you try to set the builder drone count to ZERO and slowly raise it back to your desired 150 - 210?
this should reset all Builder Drones and you won't loose any resources... the Drones will be Stored as ready to use Kits inside the Station.
It seems the BuildingTime reset(to 8min each ship) occursed every time a new shift in the Workfoce is starting. i am now adding more habitats, maybe its a problem because the Max needed workforce is higher than my habitat limit.
EDIT: Can confirm: the problem always appears now shortly after a new Work shift Cycle. (like 57 min to the next shift)(I could even provide save files)
And i really cannot remove my building drones. even if i destroy the Wharf module the building drones are staying in the station:
