I recommend heading to the nearest station and grabbing a basic seminar and 1 star seminar and giving it to your manager to get him started at 2 star so he can trade 2 sector away.

AI can’t sell lower then they Player
It just as a player we see lower price because of discount and stuff
Lowest AI can set is 10 but if you see 8 it probably a supply discount or reputation discount
Just find a station with an impossible price and press trade
You will see the base price and modifiers
Supply and demand modifiers are constant
So an energy cell station that full of energy and have a base price of 10 will always be lower then 10 and can reach even lower with normal discount and reputation discount
For example energy stations of DLC faction in Avarice
They will most of the time be low because of Avarice absurd energy production bonus which lead to supply discounts
