i need to correct that statement.
the Den and Casino increase the grow rate of your Population on STations that have them Attached.
Is the grow rate normally slow enough that it justifies building them?

If you want high and fast growing population, consider building the wharf/shipyard in a sector with a high sector workforce availability bonus. https://i.imgur.com/FksfONY.png
The welfare modules are only needed if you build stations in a sector without a planet with population. So no workforce availability bonus.
Also don't forget that you gan build habitats for each race, so you get workforce even faster. But again, with a sector workforce availability bonus of over 500 % you don't really need to worry about that. :-)
there were plans to make interesting stuff in those modules but the main investor of the DLC simply said.

Knowing that the German government just plain out said no now is a much better reason tbh, though it is very saddening. My condolences to you guys. Maybe one day Germany will allow gambling in games in the future?
That's a pretty cheap copout. DLC's dont change the age rating of the main game.
I mean those modules are a complete pain to get and they're basically useless. They do nothing.
I've been working my way through the ToA expansion lately and it just isn't very good. The new zones are boring and nonsensical. The one interesting thing is the Eye and it's stuck in a place where your AI traders can't get to it. The new ware type is only useful in three new sectors and that's it. The new ships suck and the one battleship you only get one of.
Being able to play slots and blackjack in your own casino would have at least added in a little fun, but we all know fun is strictly verboten in X games.
slap a 18+ on it and we won't fund it.
same effect as the "it's not gonna happen", i just left the tiny 18+ detail out.
also, while we are on that matter, germany don't even allows the majority of adult focussed contents... so, for us they are Region locked and simply not available.
though, i suggest that we don't digress further.
