The Paranid war plot has several possible out comes, one of which make's BUC into a full fledged faction that you can gain rep with, etc. It's the path that keeps the Paranid fractured and promotes a three-pronged war between PAR, HOP, and BUC (though renamed to TEM at that point). Once they become a faction (and you have the rep), you'll be able to purchase the blueprint. Side note, TEM is enemies with pretty much everyone except TEL, iirc. They are trouble makers, but decent for keeping the universe in a war stance if the xenon start to die off.
Should you unify PAR and HOP, you get sometime after finishing the campaign the option to sick them unto the whole gate network or select factions.
Resulting in Total Destruction and much profitsss if you are ready to supply Ships.
