Scrap processing requires a lot of Energy Cells, so you will need a hefty budget to either build the solar arrays (about 10 for 1 processor and 1 recycler without a workforce) or just buy them from npcs.
The solar arrays are relatively expensive to build compared to other modules, so if this is your first station it will be quite slow before it starts to make a decent profit. If this is your first station I would recommend you start with food and medical supplies. Scrap recycler is cool and all but you will be heavily taxed trying to get it to a point where it makes you good money.
1) Container storage (I like Teladi L storages for everything, because they fit nicely in to blueprints)
2) Solar Panel (Terran panels fit nicely in to blueprints and are smaller, but only produce 1/3 the cells)
3) S/M dock (Terran Luxury dock is a nice spacious amount of parking)
4+) Waaaaay more solar panels. Seriously, the entire scrap system is very energy-cell dependent, so you're going to be burning through a lot. Like, try to get your station producing 100,000+ Energy Cells.
5) Solid Storage. This is used for both the "in-process" scrap and the Scrap Metal resource.
6) A scrap processor. You will probably want to dedicate 2 or 3 scrap collecting ships per processor that you build, assuming plentiful access to scrap.
7) Still producing a surplus of Energy Cells? If not, build waaaay more Solar Panels...
8) Scrap Recycler (optionally: Terran Scrap Recycler). This will transform all the Scrap Metal that you processed or purchased in to Claytronics + Hull Parts at a HUGE energy cost (optionally Computational Substrate + Silicon Carbide).
9+) More Solid Storage if you find that you are collecting faster than things are being processed or more Solar Cells if you find that to be a bottleneck.
