Second, it depends what threats you are trying to address. But the simple answer is to; have a few fleets, 3-8 ships each, set to patrol the sector, a larger fleet of medium and large ships with a handful of fighters set to patrol 15m around any sector entry points, and a few fast fighters patrolling 40m areas to cover any mining fields you have setup. It will protect the sector, but will take a good 40-50 ships to do it and have an occasional loss when dealing with pirate or Xenon destroyers, or Khaak hives.
Generally, once you have a few miners working in an area, it's a good idea to assign a few mid-tier fighters to defend that area. It won't be an immediate response, so you'll still need shields and turrets on your miners, but it will reduce the threat significantly.
Mod: Sector Patrol, does exactly what you want, better than reaction force.
Sector Patrol did not work for me. That is why I went with Response Force. I also like being able to adjust for threat level, respond to allies distress beacons and stations as well.
