Have you disabled Steams controller input thingy?
Try again after disabling/uninstalling it if you are.
I know the game accepts multiple devices. I'm using a VKB Gladiator NXT, with a CH Pro Throttle CH products really aren't worth their price tag lol and Thrustmaster pedals.
Is gamepad mode turned off in the game settings? That seems to cause a delay in devices being recognised when it's turned on.
One last idea... Reinstall the software. Run it as admin and get it setup, run the game as admin as well...
Purely guess work at this point, if I think of any other ideas I'll let you know.
Another idea (yay): Are your devices connected to a usb hub, or directly to the PC? If it's a hub: is it a powered hub, and does it support usb2.0 or 3.0?
Is it a powered hub (has it's own power lead), or just a regular hub (just a USB lead)? I've seen a lot of users on Elite Dangerous have problems with some devices using regular hubs. That's usually solved by replacing the hub with a powered version, or by plugging the devices directly into the motherboard USB sockets.
I'm actually using an unpowered USB C to 3.0 Hub myself (USB C can handle higher power draw): https://www.amazon.co.uk/gp/product/B07PV66G2S (just linking this as it's the one I'm using, and I know it works with my setup of multiple devices).,
My old USB 2.0 hub (also unpowered because I've lost the power brick lol) couldn't hack it. It throws up loads of USB device errors if I plug anything more power hungry than a thumbstick in.
If that doesn't work, try hooking up the throttle directly to a motherboard USB instead.
Can you set the virtual device to use DirecInput instead of Xinput? That should get you up to 128 possible buttons.
Failing that, use the software to map keyboard keys to the buttons that don't register?
