You could equip them with resource probes and manually order them to deploy them.
IE:

Default Behavour: Automine that sector
For the Reach iirc the area around the gate has fairly low yields with the middle of the resource field being much higher, so that may be it.
Yeah, you don't need resource probes for mining to work but you do need to discover the mining areas, in large relatively even resource fields the miners themselves will then discover the rest.
I have around a dozen of ships mining, both for stations and auto mine, and 0 probes deployed.
In the last playthrough I did with probes, not only I had plenty of probes deployed, but the upkeep missions were still there, and the miners assigned to a mining station were mining two sectors away, in a sector with fewer resources, and no probes at all.
Resources probes are just a waste of time and money.
